Par starptautiskā līguma stāšanos spēkā
Ārlietu ministrija informē, ka 2025. gada 26. martā stājās spēkā Latvijas Republikas valdības un Izraēlas Valsts valdības līgums par sadarbību veselības un medicīnas jomā (parakstīts 2023. gada 12. decembrī Rīgā, apstiprināts ar Ministru kabineta 2023. gada 10. augusta noteikumiem Nr. 439).
Pielikumā: Latvijas Republikas valdības un Izraēlas Valsts valdības līgums par sadarbību veselības un medicīnas jomā latviešu un angļu valodā.

LATVIJAS REPUBLIKAS VALDĪBAS UN IZRAĒLAS VALSTS VALDĪBAS LĪGUMS PAR SADARBĪBU VESELĪBAS UN MEDICĪNAS JOMĀ
Latvijas Republikas valdība un Izraēlas Valsts valdība (turpmāk tekstā - Puses):
ņemot vērā starptautiskās sadarbības priekšrocības veselības un medicīnas jomā;
vadoties no vēlmes izveidot un attīstīt divpusējās attiecības veselības un medicīnas jomā, lai uzlabotu iedzīvotāju veselības aprūpes līmeni;
ir vienojušās par turpmāko:
Puses veicina sadarbību veselības un medicīnas jomā, pamatojoties uz vienlīdzību, savstarpīgumu un savstarpēju izdevīgumu.
Puses sadarbosies šādās jomās:
- Digitālā veselība
- Mūsdienu aspekti pediatrijas zinātnēs
- Mūsdienu aspekti onkoloģijā
- Gatavība ārkārtas situācijām, masu nelaimes gadījumi un medicīna
- Vadība inovācijām slimnīcu administrācijā
Šis jomu saraksts neizslēdz sadarbību citās jomās, par kurām abpusēji vienojas.
Puses organizē medicīnas speciālistu vizīšu apmaiņu uz savstarpēji saskaņotiem laikposmiem, lai apgūtu modernas diagnostikas un ārstēšanas metodes.
Klīniskos demonstrējumus veic saskaņā ar uzņēmējas valsts medicīnas prakses noteikumiem.
4. pants
Puses veicina tiešu kontaktu veidošanu starp veselības un medicīnas iestādēm. Saskarsme starp šīm iestādēm tiek īstenota saskaņā ar to attiecīgo valstu tiesību aktiem un pamatojoties uz tiešiem nolīgumiem.
5. pants
Puses, piedaloties specializēto starptautisko organizāciju darbā veselības un medicīnas jomā, sadarbojas, apmainoties ar informāciju.
6. pants
Latvijas Republikas valdība uztic Latvijas Republikas Veselības ministrijai un Izraēlas Valsts valdība uztic Izraēlas Valsts Veselības ministrijai šā līguma īstenošanu savās valstīs.
Lai īstenotu šo līgumu, Latvijas Republikas Veselības ministrija un Izraēlas Valsts Veselības ministrija parakstīs Sadarbības plānu.
Visas darbības, ko veic saskaņā ar šo līgumu, ir atkarīgas no līdzekļu pieejamības.
Visas darbības, ko kāda no Pusēm veic saskaņā ar šo līgumu, tiek veiktas saskaņā ar attiecīgās Puses likumiem, noteikumiem un procedūrām.
7. pants
Visus strīdus vai domstarpības starp Pusēm par šā līguma noteikumu interpretāciju vai piemērošanu risina draudzīgi, Pusēm tieši apspriežoties.
8. pants
Neviena no Pusēm nenodod informāciju, kas saņemta saskaņā ar šo līgumu, nevienai trešajai pusei bez tās Puses rakstiskas piekrišanas, no kuras šī informācija ir saņemta.
Šis līgums neattiecas uz personas datiem. Personas datu izpaušana ir atkarīga no atsevišķas rakstiskas vienošanās starp Pusēm, un uz to attiecas atsevišķa rakstiska vienošanās starp Pusēm.
9. pants
Šo līgumu var grozīt jebkurā laikā, Pusēm savstarpēji rakstiski vienojoties. Grozījumi stājas spēkā saskaņā ar tām pašām procedūrām, kas noteiktas 10. pantā.
10. pants
Šo līgumu apstiprina vai ratificē saskaņā ar līgumslēdzēju pušu iekšējām juridiskajām procedūrām.
Līgums stāsies spēkā pēdējā rakstiskā paziņojuma datumā, ar kuru pa diplomātiskajiem kanāliem informē, ka ir izpildītas iekšējās procedūras, kas nepieciešamas, lai šis līgums stātos spēkā, un tas būs spēkā neierobežotu laiku.
Jebkura līgumslēdzēja puse var jebkurā laikā izbeigt līgumu, rakstiski paziņojot par tā izbeigšanu otrai pusei, izmantojot diplomātiskos kanālus. Šādā gadījumā šis līgums tiek izbeigts, kad pagājuši seši (6) mēneši no paziņojuma par līguma izbeigšanu datuma.
Šā līguma izbeigšana neietekmē programmas, kas uzsāktas pirms šādas izbeigšanas, ja vien Puses nav vienojušās citādi.
Šis līgums nomaina un aizstāj 2009. gada 10. novembrī Jeruzalemē parakstīto Latvijas Republikas valdības un Izraēlas Valsts valdības vienošanos par sadarbību veselības jomā.
Parakstīts Rīgā 2023. gada 12. decembrī, kas atbilst ebreju
kalendāra 29 Kislev 5783, divos oriģināleksemplāros, katrs
latviešu, ebreju un angļu valodā, un visi teksti ir vienlīdz
autentiski. Atšķirīgas interpretācijas gadījumā augstāks spēks ir
eksemplāram angļu valodā.

AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LATVIA AND THE GOVERNMENT OF THE STATE OF ISRAEL ON COOPERATION IN THE FIELDS OF HEALTH AND MEDICINE
The Government of the Republic of Latvia and the Government of the State of Israel (hereinafter referred to as the "Parties"),
Considering the benefits of international cooperation in the fields of health and medicine;
Guided by the desire to establish and develop bilateral relations in the fields of health and medicine in order to improve the health care level for their population;
Have agreed as follows:
Article 1
The Parties shall encourage cooperation in the fields of health and medicine on the basis of equality, reciprocity and mutual benefit.
Article 2
The Parties will cooperate in the following fields:
- Digital health
- Modern aspects in pediatric sciences
- Modern aspects in oncology
- Emergency preparedness and mass casualties and medicine
- Leadership for innovations in hospital administration
This list of the fields does not preclude cooperation in other fields as mutually agreed upon.
Article 3
The Parties shall arrange the exchange of medical specialists' visits for periods mutually agreed for the purpose of study of modern diagnostic and therapeutic techniques.
Clinical demonstrations shall be performed in accordance with the medical practice regulations of the host country.
Article 4
The Parties shall encourage the development of direct contacts between health and medical institutions. The contacts between these institutions shall be realized in accordance with the law of their respective countries and on the basis of direct agreements.
Article 5
The Parties shall, within their participation in the work of specialized international organizations in the field of health and medicine, cooperate through the exchange of information.
Article 6
The Government of the Republic of Latvia entrusts the Ministry of Health of the Republic of Latvia and the Government of the State of Israel entrusts the Ministry of Health of the State of Israel with the implementation of the present Agreement in their respective countries.
To implement the present Agreement, the Ministry of Health of the Republic of Latvia and the Ministry of Health of the State of Israel will sign a Plan of Cooperation.
All activities undertaken pursuant to this Agreement shall be subject to the availability of funds.
Any activities carried out pursuant to this Agreement by either Party shall be done in accordance with the laws, regulations and procedures of that Party.
Article 7
Any disputes or differences between the Parties regarding the interpretation or application of the provisions of this Agreement shall be settled amicably by direct consultations between the Parties.
Article 8
Neither Party shall transmit information received in pursuance of this Agreement to any third party without written consent of the Party from which such information was received.
This Agreement does not apply to any personal data. Disclosure of personal data shall be conditional upon, and subject to, a separate written agreement between the Parties.
Article 9
This Agreement may be amended at any time by the mutual consent of the Parties in writing. The amendments shall enter into force with the same procedures as those specified in Article 10.
Article 10
The present Agreement shall be approved or ratified in accordance with the internal legal procedures of the contracting sides.
The Agreement will enter into force on the date of the last written notice through diplomatic channels informing that the internal procedures for the entry into force of this Agreement are fulfilled and will remain in force for an indefinite period of time.
Either contracting side may terminate the Agreement at any time by giving written notice of termination to the other Party, through diplomatic channels. In that case, this Agreement shall be terminated upon the expiry of six (6) months from the date of the notification of the termination.
The termination of this Agreement shall not affect any programs undertaken prior to such termination, unless otherwise agreed by the Parties.
This agreement replaces and supersedes the Agreement between the Government of the Republic of Latvia and the Government of the State of Israel on Cooperation in the Fields of Health, signed in Jerusalem, on 10 November 2009.
Done in Riga, on 12 December 2023, which corresponds to the 29
of Kislev 5783 in the Hebrew calendar, in two original copies,
each in the Latvian, Hebrew, and English languages, all texts
being equally authentic. In case of divergence of interpretation,
the English text shall prevail.
