Agreement between the Government of the Republic of Latvia and the Government of the State of Kuwait on the Waiver of Visa Requirements for Holders of Diplomatic, Special and Service Passports

The Government of the Republic of Latvia and the Government of the State of Kuwait, hereinafter referred to as the "Parties",

Aiming as strengthening bilateral relations between both States,

Desiring to facilitate the entry and the exit of the holders of diplomatic, special and service passports of the nationals of both States,

Have agreed as follows:

Article l

The waiver of visa requirements according to the provisions of this Agreement applies to the following types of passports:

1. For the Republic of Latvia: diplomatic and service passports.

2. For the State of Kuwait: diplomatic and special passports.

Article 2

1. Nationals of the States of both Parties who are holders of passports mentioned in Article 1 of this Agreement, may enter into the territory of the State of the other Party, without a visa for a period not exceeding ninety (90) days in any 180 day period.

2. Nationals of the States of both Parties who are holders of passports mentioned in Article 1 of this Agreement and who are assigned to a diplomatic or consular mission and reside in the State of the other Party, as well as their spouse and underage children, who accompany them and live with them, may enter into the territory of the State of the other Party, without a visa for a period of their assignment, providing notice to the other Party thirty (30) days before the arrival.

Article 3

This Agreement does not exempt nationals of the States of both Parties holding the passports referred to in Article 1 of this Agreement from their commitment during their stay to respect the laws and regulations in force in the territory of the State of the other Party.

Article 4

Each Party reserves the right to refuse the entry or the termination of the stay of the nationals of the States of both Parties holding the passports referred to in Article 1 considered undesirable.

Article 5

1. The Parties shall exchange through diplomatic channels samples of passports mentioned in Article 1 of this Agreement within thirty (30) days after the date of signing of this Agreement.

2. In case of any modification of the passports mentioned in Article 1 of this Agreement the Parties shall exchange through diplomatic channels their new models and information about these passports, within thirty (30) days in advance of its introduction.

Article 6

1. Each Party may suspend the implementation of this Agreement in whole or in part, due to reasons of public order, security or protection of public health. The suspension shall be notified in writing to the other Party through diplomatic channels.

2. The suspension shall take effect thirty (30) days after the notification thereof has been sent to the other Party through diplomatic channels. 

Article 7

Any disputes arising between the Parties concerning the interpretation or implementation of this Agreement shall be settled through consultations and negotiations.

Article 8

This Agreement may be amended by mutual written consent of both Parties. Such amendments shall enter into force in accordance with Article 10 of this Agreement.

Article 9

1. This Agreement is concluded for an indefinite period of time.

2. Either Party may terminate this Agreement by giving a written notice to the other Party through diplomatic channels. The termination shall take effect ninety (90) days after the date of receipt of such notification.

Article 10

This Agreement shall enter into force on the date of receipt of the last written notification through diplomatic channels on completion of the internal legal procedures required for the entry into force of this Agreement.

Done in Kuwait city, on 11 of October 2017, in duplicate, in the Latvian, Arabic and English languages, all texts being equally authentic. In case of divergence of interpretation of this Agreement, the English text shall prevail.
