AGREEMENT ON CO-OPERATION IN THE FIELDS OF CULTURE, EDUCATION AND SCIENCE

BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LATVIA

AND THE GOVERNMENT OF THE REPUBLIC OF CYPRUS

 

The Government of the Republic of Latvia and the Government of the Republic of Cyprus (thereafter referred to as "The Contracting Parties"),

Guided by the desire to further develop and strengthen the friendly relations which exist between the two countries,

Being convinced that co-operation in the fields of education, culture and science, as well as, in other related fields, can contribute to a better mutual understanding between the people of Latvia and Cyprus

Have agreed as follows:

Article 1

(1) For their mutual benefit, the Contracting Parties shall encourage and facilitate co-operation and exchange between the two countries in the fields of arts, culture, education and science and shall provide appropriate opportunities for contacts and joint activities between the organizations, institutions and persons active in these fields.

(2) The Contracting Parties shall encourage the competent institutions of their respective countries to consider activities that among other things, may include:

(a) The exchange of exhibitions and other displays of a cultural, educational and documentary nature;

(b) Performances by artistic groups and individual artists;

(c) Co-operation in the organization of joint courses, conferences and symposia;

(d) The exchange of scholarships for studies in institutions of higher education;

(e) The exchange of visits to national archives, libraries and museums;

(f) The exchange of scientific publications, books, educational leaflets, statistics and other information that is published by the universities, training institutes and educational institutions.

Article 2

The Contracting Parties shall promote exchange and co-operation projects between education policy makers and education institutions of every kind and level.

Article 3

The Contracting Parties shall encourage exchanges and research projects on problems of mutual interest in the fields of science and technology, including direct co-operation between scientific and research institutions in the two countries.

Article 4

The Contracting Parties on the basis of bilateral agreement shall encourage co-operation between the news agencies, press organizations, radio and television institutions of the two countries, direct contacts between publishers of newspapers and magazines, as well as the exchange of journalists, press correspondents and broadcasters.

Article 5

The Contracting Parties shall encourage co-operation between their respective sports authorities. Details shall be decided upon through direct contacts between the above mentioned authorities.

Article 6

The Contracting Parties shall encourage exchanges and co-operation between their youth organizations and institutions on all issues and activities related to youth, as well as co-operation within the framework of the relevant European Union programmes.

Article 7

(1) A joint Latvian-Cypriot Committee shall be established to consider matters relating to the implementation of the present Agreement.

(2) The joint Latvian-Cypriot Committee shall meet alternately every three years in Riga and Nicosia. The dates of the meetings will be arranged through the diplomatic channels.

Article 8

(1) The present Agreement shall enter into force on the date of the receipt of the latter of the diplomatic Notes by which the Contracting Parties notify each other that their internal legal requirements for the entering into force of this Agreement have been fulfilled.

(2) The Agreement shall remain in force for a period of five years, automatically renewable for additional periods of five years each, unless one of the Contracting Parties notifies the other in writing, at least six months before the date of expiration, of its intention to terminate the Agreement.

Done and signed at Nicosia on March 8, 2001 in two original copies in Latvian, Greek and English language. In case of any difference in interpretation, the English copy will prevail.
